John Aloysius Gaffney

1943: Appointed by Governor Thomas E. Dewey, John Aloysius Gaffney is promoted from Troop K Commander when Superintendent John A. Warner is recalled to active service in the Army.

Superintendent Gaffney was born in New York City on August 28th, 1900, and served in the U.S. Marine Corps prior to joining the State Police. He spent 30 years in service to the State Police and retired in 1953 due to health concerns. On December 14, 1954, Superintendent Gaffney died as a result of his failing health.

Superintendent Gaffney acted as the leader of the NYSP at a difficult time, as World War II took a strain on manpower and materials. Superintendent Gaffney is credited with establishing the first edition of the New York State Police Rules and Regulations. This manual replaced George F. Chandler's General Order Number 1, and served as the guide for conduct for all members of the agency.
