1984: New York becomes the first state to enact Seat Belt Legislation under the support of Governor Mario Cuomo. Troopers spend the month of December giving warnings to motorist who are not wearing seatbelts and then begin issuing traffic tickets in January in an effort to reduce the number of deaths and injuries attributed to motor vehicle accidents. Troopers also initiated a public education effort which produced brochures, TV ads, and posters. In addition, many Troopers conducted public appearances to discuss the new law.
