On June 18, 2025, at 1:51 p.m., State Police responded to State Route 28 in the town of Newport, Herkimer County, for a vehicle crash.
Investigation revealed that Mark W. Raymer, age 37, from Utica, NY was traveling south on State Route 28. Raymer stated to Troopers that there was to much sand on the roadway which caused him to lose control of the vehicle and drive into a ditch.
During interview of Raymer, Troopers noted the smell of burnt marijuana and observed signs of impairment. Raymer was given the opportunity to preform standardized field sobriety tests however he declined to preform most tests.
Raymer was placed under arrest and transported to SP Herkimer where he was evaluated by a Drug Recognition Expert. Raymer was then charged with Operating a Motor Vehicle Impared by Drugs, Speed not Reasonable and Prudent, and Moving from Lane Unsafely.
Raymer was then released with an appearance ticket returnable to the town of Newport Court at a later date.
