Utica Man Arrested for DWI and Fleeing Police Following Pursuit in Oneida County

On July 31, 2025, at approximately 10:35 p.m., a New York State Police trooper observed a blue 2018 Ford F-150 traveling eastbound on Route 365 in the city of Rome, operating erratically and failing to maintain its lane.

When the trooper initiated a traffic stop, the vehicle failed to comply and fled the scene, leading to a pursuit. The vehicle continued eastbound on State Route 49 and then onto Interstate 790, eventually coming to a stop at the intersection of I-790 and State Route 5.

The operator, identified as Pavel Brutsky, age 55, of Utica, NY, was taken into custody. Brutsky showed signs of impairment and refused to submit to Standardized Field Sobriety Tests and a Chemical Test.

Brutsky was charged with the following:

    • Driving While Intoxicated (Class E Felony) – with a prior DWI conviction within 10 years
    • Circumvention of an Interlock Device (Class A Misdemeanor) – operating a vehicle without a court-ordered device
    • Unlawful Fleeing a Police Officer in a Motor Vehicle 3rd Degree (Class A Misdemeanor)
    • Aggravated Unlicensed Operation 1st Degree – Permanent Revocation (Class E Felony)
    • Reckless Driving (Misdemeanor)
    • Speeding
    • Failure to Signal Less Than 100 Feet Before Turning
    • Moved from Lane Unsafely

Brutsky was transported to Oneida County Jail pending arraignment.
