

Update September 13, 2024 – On September 12, 2024, the New York State Police Bureau of Criminal Investigation arrested the following individuals in connection to the ongoing investigation of the incident which occurred on State Route 9D in the village of Wappingers Falls on September 8, 2024.
Steven Hasbrouck, age 29, of Middletown, NY, was arrested for Assault in the 2nd degree, a class D felony, Tampering with Physical Evidence, a class E felony, Criminal Solicitation in the 4th degree and Conspiracy in the 5th degree, both misdemeanors. Mr. Hasbrouck was arraigned before the Honorable Judge Fiorile of the Village of Wappingers Falls Court and remanded to the Dutchess County Jail in lieu of $10,000 cash bail, $20,000 bond, $40,000 partially secured bond. Mr. Hasbrouck is scheduled to reappear before the court on September 18, 2024.
Naquan Eubanks, age 26, of Poughkeepsie, NY, was arrested for Assault in the 2nd degree, a class D felony, Tampering with Physical Evidence, a class E felony, and Conspiracy in the 5th degree, a misdemeanor. Mr. Eubanks was released on his own recognizance and scheduled to reappear before the court on October 1, 2024.
Nicolas Johnson, age 25, of Beacon, NY, was arrested for Criminal Mischief in the 3rd degree, a class E felony, and Hindering Prosecution in the 3rd degree, a misdemeanor. Mr. Johnson was released on an appearance ticket and is scheduled to reappear before the court on October 1, 2024.
This investigation remains ongoing.

Update September 10, 2024 - On September 9, 2024, the New York State Police Troop K Bureau of Criminal Investigation arrested John Horton, age 26, of Danbury, CT, for Assault in the 2nd degree, a class D felony, Tampering with Physical Evidence, a class E felony, Criminal Possession of Stolen Property in the 5th degree, Petit Larceny, and Conspiracy in the 5th degree, all class A misdemeanors.
This arrest stems Horton’s involvement in the incident described below and the theft of the Trooper’s hat in the Village of Wappingers Falls on September 8, 2024.
Mr. Horton was arraigned in front of the Honorable Judge Fiorile of the Village of Wappingers Falls Court and remanded to the Dutchess County Jail in lieu of $20,000 cash bail, $40,000 bond, or $80,000 partially secured bond. Mr. Horton is scheduled to reappear in the Village of Wappingers Falls Court on September 13, 2024.

On September 8, 2024, at approximately 4:10 p.m., Troopers responded to State Route 9D in the village of Wappingers Falls for a Dutchess County 911 report of around 30 to 40 motorcycles and or motorized off-highway vehicles.
Troopers located the group operating recklessly in the roadway and on sidewalks. Members of the group began circling the marked State Police patrol vehicle revving their engines and shouting profanities. During this time an unidentified operator of a 2024 Yamaha dirt bike crashed into and caused injury to a fellow group member, John Robinson, age 25, of Poughquag, NY.
While the Trooper attempted to render aid, members of the group interfered until additional police units arrived on scene. The group stole the Trooper’s hat from his vehicle then fled the scene. Robinson was left behind and later transported to Vassar hospital with non-life-threatening injuries.
