On February 15, 2025, at approximately 2:54 a.m., Troopers responded to a 911 call reporting altercation in the Tops parking lot in Mexico, NY. The preliminary investigation determined that a suspect, who arrived in a dark-colored Chevrolet pickup truck, exited his vehicle and engaged in a physical altercation with the victim. During the altercation, the suspect shot and killed the victim.
The suspect, identified as Zachary W. Chilson, 31, of Mexico, NY, was arrested the same day and charged with Murder 2nd degree and Criminal Possession of a Weapon 2nd degree. Chilson was remanded to the Oswego County Jail pending arraignment in CAP Court. He was arraigned on February 16, 2025, and remains in custody without bail.
At approximately 6:04 a.m. the same morning, Troopers received a report of a stolen vehicle in the same area. Investigators later located another stolen vehicle and the suspect in Ogdensburg, NY. After further investigation, Kevin A. Doxtater, 32, of Oswego, NY, was arrested and charged with Grand Larceny 2nd degree and Criminal Possession of Stolen Property 3rd degree.
Investigators have determined that the stolen vehicles and Doxtater’s actions were not related to the homicide investigation.
Doxtater was remanded to the Oswego County Jail and arraigned in CAP Court on February 16, 2025.

State Police has identified and taken the suspect wanted in this homicide into custody.

The New York State Police are investigating a shooting that occurred in the early morning hours at 3385 Main Street, in the parking lot of Tops.

The suspect was last seen leaving the scene westbound on Main Street in the dark-colored Chevrolet pickup. The suspect is described as a white male wearing a green camouflage shirt with a hunting tag on the back.
The victim, who was pronounced deceased has been tentatively identified as Jacob Walsh, age 32 from Mexico, NY.
