On September 20, 2024, at approximately 4:22 a.m., New York State Police at Sidney arrested Jacob Ritchie, age 32 of Bainbridge, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.  Troopers observed a vehicle with a vehicle and traffic infraction in the town of Bainbridge and initiated a traffic stop on State Route 7.  While investigating, Troopers learned that Ritchie has a suspended driver’s license, they also observed characteristics associated with impairment.  After performing Standardized Field Sobriety Test poorly, Ritchie was arrested.  Two passengers, Marc A. Kimble, age 46 of Smyrna, NY and Cricket L. Miller, age 42 of Norwich, NY were also arrested and charged with the misdemeanor, Criminal Possession of a Controlled Substance in the seventh degree after suspected illicit drugs and drug paraphernalia were located.  All three were processed at SP Sidney and issued appearance tickets to the Bainbridge Town Court on October 21, 2024.

On September 20, 2024, at approximately 11:27 p.m., New York State Police at Sidney arrested Jorge J. Hernandez, age 46 of Morris, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers on Main Street in the city of Oneonta observed a vehicle make a vehicle and traffic infraction and initiated a traffic stop.  While interviewing Hernandez, Troopers observed characteristics associated with impairment.  After performing Standardized Field Sobriety Tests poorly, he was arrested.  Hernandez was transported to SP Oneonta where he was processed and issued appearance tickets to the Oneonta City Court on October 10, 2024, then turned over to a sober third party.

On September 22, 2024, at approximately 3:19 a.m., New York State Police at Marathon arrested Aldina Toric, age 33 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. A Trooper observed an operator of a vehicle make vehicle and traffic infractions and initiated a traffic stop on Carol Street in the city of Cortland. While interviewing Toric, the Trooper observed characteristics associated with alcohol impairment and smelled an odor of an alcoholic beverage.  After performing Standardized Field Sobriety Tests poorly, Toric was arrested.  She was processed at SP Homer then transported to the Cortland County Jail for Centralized Arraignment.

On September 22, 2024, at approximately 3:54 a.m., New York State Police at Owego arrested Soukhy Rachpraxa, age 67 of Johnson City, NY for the misdemeanor of Driving While Intoxicated. Troopers observed a vehicle on State Route 17 in the town of Owego unable to maintain a lane and initiated a traffic stop.  While interviewing Rachpraxa, a Trooper detected an odor of an alcoholic beverage and Rachpraza was asked to perform Standardized Field Sobriety Tests.  After performing SFST’s poorly, Rachpraxa was arrested.  He was transported to SP Owego where his reportable B.A.C was .10%.  Rachpraxa was processed and issued appearance tickets to the Owego Town Court on November 14, 2024, then turned over to a sober third party.

On September 22, 2024, at approximately 11:01 p.m., New York State Police at Binghamton arrested Edward L. Briggs Jr., age 40 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A Trooper was dispatched by the Broome County 911 Center to a report of a one-vehicle crash with no injuries on Prentice Road.  While talking to Briggs about what happened, the Trooper smelled the odor of an alcoholic beverage.  Briggs was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Briggs was arrested and transported to SP Binghamton where he was processed then turned over to the Broome County Correctional Facility for Centralized Arraignment.

On September 25, 2024, at approximately 10:13 p.m., New York State Police at Stamford arrested Jessica L. Dunham, age 33 of Stamford, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched by the Delaware County 911 Center to a report of a crash on Main Street in the village of Stamford.  An investigation at the scene determined that Dunham was exiting a parking lot on Main Street when she failed to yield the right of way to another vehicle and the two vehicles collided.  Dunham then backed her vehicle up, lost her front bumper and license plate then traveled a short distance on Main Street before exiting the roadway and striking a telephone pole.  No injuries were reported.  After performing Standardized Field Sobriety Test poorly, she was arrested.  Dunham was transported to SP Stamford where her reportable B.A.C was .11%.  She was processed and issued appearance tickets to the Stamford Town Court on October 14, 2024, then turned over to a sober third party.
