Traffic Stop Leads to Drug-Related Arrests in Bath, NY

On February 16, 2025, at approximately 10:39 p.m., a New York State Police in Bath initiated a traffic stop for traffic violations on East William Street in Bath, Steuben County.

During the stop, the Bath Police Department arrived on the scene to assist. The driver was identified as Joseph L. Burleson, age 60, of Savona, NY. Two passengers were also present in the vehicle.

Upon further investigation, the front passenger was identified as Robert E. Wright, age 42, of Campbell, NY, and the rear passenger was identified as Terry L. Bulkley, age 44, of Bath, NY. While exiting the vehicle, drug paraphernalia was observed on the floorboard. Additional drugs were in the vehicle and on Wright’s person.

A subsequent search resulted in the recovery of:

  • 1 gram of suspected methamphetamine crystal
  • Methamphetamine residue
  • Suboxone tablets without a prescription
  • Digital scales and additional drug paraphernalia

Wright was taken into custody, and Bulkley was found to have an active warrant from the Corning Police Department.

Arrests and Charges

Robert E. Wright was charged with:

  • Criminal Possession of a Controlled Substance 7th (A Misdemeanor)
  • Criminal Use of Drug Paraphernalia (A Misdemeanor)

Terry L. Bulkley was taken into custody on an active warrant and transferred to Bath PD.

Both individuals were transported to SP Bath for processing before being taken to the Steuben County Jail for arraignment in CAP Court on February 17, 2025, at 8:30 a.m.
