

On February 7, 2025, at approximately 10:05 p.m., New York State Police at Owego arrested Isaac D. Mandyck, age 24 of Endicott, NY for the misdemeanor of Driving While Intoxicated. A Trooper on patrol heard a 911 radio transmission about a vehicle that was reported to be “all over the roadway” nearly striking another vehicle while on State Route 17. The vehicle was observed by an Owego Police Officer to be failing to maintain its lane and committing other vehicle and traffic infractions. When the Trooper arrived, he observed Mandyck displaying characteristics commonly associated with impairment. After an investigation on scene, Mandyck was arrested. He was transported to SP Owego where he was processed and issued appearance tickets to the Nichols Town Court on February 26, 2025, then turned over to a sober third party.
On February 7, 2025, at approximately 10:10 p.m., New York State Police at Sidney arrested Joseph B. Schneider, age 30 for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers observed a vehicle pulling out of Byrne Dairy with vehicle and traffic infractions and initiated a traffic stop on State Route 12 in Norwich. While interviewing Schneider, Troopers observed characteristics associated with impairment. Schneider was asked to perform Standardized Field Sobriety Test, which were indicative of impairment. Schneider was arrested and transported to SP Norwich where he was processed and issued appearance tickets to the Norwich City Court on March 11, 2025. Schneider was released to a sober third party.
On February 7, 2025, at approximately 10:19 p.m., New York State Police at Homer arrested Randi L. Prieve, age 47 of Groton, NY for the misdemeanor of Aggravated Driving While Intoxicated. While at a Sobriety Checkpoint on Dryden Road, a Trooper observed a vehicle approach the checkpoint and make a u-turn, traveling back in the direction they came from. The Trooper then observed the operator fail to stop at a stop sign on Railroad Street and Fall Creek Road before continuing onto Route 38. A traffic stop was made on Route 38. While interviewing Prieve, the Trooper noted an odor of an alcoholic beverage and other characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Prieve was arrested. She was transported to SP Ithaca where her reportable B.A.C was .20%. Prieve was processed then issued appearance tickets to the Dryden Town Court on February 24, 2025, then turned over to a sober third party.
On February 8, 2025, at approximately 12:08 a.m., New York State Police at Oneonta arrested Maria T. Cortes Benintez, age 51 of Norwich, NY for the misdemeanor of Driving While Intoxicated. Troopers on Birdsall Street in Norwich observed a vehicle with vehicle and traffic infractions and initiated a traffic stop. While interviewing Cortes Benintez a Trooper smelled an odor of an alcoholic beverage. Cortes Benintez was asked to perform Standardized Field Sobriety Tests, which indicated impairment. Cortes Benintez was arrested and transported to SP Norwich where her reportable B.A.C was .15%. She was processed and issued appearance tickets to the Norwich City Court on March 11, 2025, then turned over to a sober third party.
On February 8, 2025, at approximately 12:56 a.m., New York State Police at Homer arrested Travis L. McGraw, age 35 of Preble, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to the Preble Motel Bar on Preble Road for a report of an intoxicated male. Troopers arrived to find that another patron blocked McGraw with his own vehicle after he saw McGraw attempting to leave in his vehicle while in an impaired state. McGraw was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. McGraw was arrested and transported to SP Homer where his reportable B.A.C was .14%. McGraw was processed and issued appearance tickets to the Preble Town Court on March 11, 2025.
On February 8, 2025, at approximately 10:00 p.m., New York State Police at Oneonta arrested Steven Frazier, age 50 of Keeseville, NY for the class “E” felony of Aggravated Driving While Intoxicated with a Child Passenger Less than 16 (Leandra’s Law). A Trooper was dispatched to a two-vehicle crash on Interstate 88 involving a four-door sedan and a DOT plow truck. An investigation revealed that while attempting to pass a plow truck, the left wing of the plow truck and the four-door sedan made contact. A 14-year-old male passenger was transported to Bassett Hospital for injuries he sustained to his right arm in the collision. While interviewing Frazier, the Trooper observed characteristics associated with impairment. Frazier was asked to perform Standardized Field Sobriety Tests, which indicated impairment. He was arrested and transported to SP Oneonta for processing. He was issued appearance tickets to the Worcester Town Court on March 4, 2025, and turned over to a sober third party.
On February 8, 2025, at approximately 6:05 p.m., New York State Police at Norwich arrested Douglas M. Conners, age 57 of Johnson City, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to Main Street in Johnson City for a report of a one-vehicle crash. Once on scene, Troopers observed that a vehicle struck a NYSEG utility pole. While interviewing Conners about what happened, a Trooper smelled an odor of an alcoholic beverage along with other characteristics associated with impairment. Connors was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Connors was transported to UHS Wilson Medical Center to be checked out. Upon release from the hospital he was processed at SP Endwell then turned over to the Broome County Correctional Facility for Centralized Arraignment.
On February 9, 2025, at approximately 2:44 a.m., New York State Police at Ithaca arrested Layla Pickens-Shlulsky, age 20 of Ithaca, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to a report of a vehicle that struck a mailbox on Slaterville Road in the town of Ithaca. Troopers interviewed Pickens-Shlulsky at her residence. An investigation revealed that Pickens-Shlulsky was the one driving the vehicle and was impaired at the time that she struck the mailbox. Pickens-Shlulsky was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. She was arrested and transported to SP Ithaca where here reportable B.A.C was .17%. Pickens-Shlulsky was processed and issued appearance tickets to the Ithaca Town Court on February 25, 2025.
On February 9, 2025, at approximately 11:59 p.m., New York State Police at Endwell arrested Jameson K. Hanrahan, age 23 of Endicott, NY for the misdemeanor of Driving While Intoxicated. Troopers observed a vehicle speeding while on Watson Boulevard then on Farm to Market Road in the town of Union. A traffic stop was initiated, and while interviewing Hanrahan a Trooper observed characteristics commonly associated with impairment. Hanrahan was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Hanrahan was arrested and transported to SP Endwell where his reportable B.A.C was .17%. Hanrahan was processed and issued appearance tickets to the Union Town Court on February 25, 2025, then turned over to a sober third party.
