

On November 27, 2024, at about 12:35 p.m., State Police of Clifton Park responded to the reports of a two-car crash on State Route 9 at the intersection of Stone Quarry Road in Halfmoon, NY. The investigation determined Wilfred K. Kiptarus, 50, of Rowlett, TX, failed to yield the right of way to a northbound vehicle and struck it. The driver of the other vehicle was transported to Albany Medical Center for what is believed to be minor injuries. Kiptarus was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. He was transported to SP Clifton Park for processing, where he recorded a 0.19% BAC. Kiptarus was issued tickets returnable to the Halfmoon Town Court on December 18, 2024, and released.
On November 27, 2024, at about 11:55 p.m., State Police of Saratoga stopped a vehicle on State Route 67 in Malta, NY, for a Vehicle and Traffic Law violation. The driver was identified as Keith D. Ramsey, 36, of Ballston Spa, NY and it was determined he did not have a valid driver’s license. Ramsey was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. He was transported to SP Clifton Park for processing, where he recorded a 0.23% BAC. Ramsey was issued tickets returnable to the Malta Town Court on December 19, 2024, and released.
On November 26, 2024, at about 8:30 p.m., State Police of Saratoga received the report of a possible impaired driver in the area of Via Rossi Way in Ballston Spa, NY. Troopers located the vehicle matching the caller’s description in the area of Lilith Fair in Ballston Spa, NY. The driver was identified as Sandra L. Clairmont, 53, of Ballston Spa, NY. Clairmont was arrested for Driving While Intoxicated and transported to SP Clifton Park for processing, where she recorded a 0.18% BAC. She was issued tickets returnable to the Ballston Spa Village Court on December 9, 2024, and released to a sober party.
On December 1, 2024, at about 5:45 p.m., State Police of Brunswick stopped a vehicle on North Lave Avenue in Brunswick, NY, for a Vehicle and Traffic Law violation. The driver was identified as Ashley Myers, 28, of Bennington, VT, and a child under the age of 16 was also located in the vehicle. Myers was arrested for Aggravated Driving While Intoxicated with a Child (Leandra’s Law) and other vehicle and traffic Law violations. She was transported to SP Brunswick, where a sample was taken to determine the drug and/or alcohol content of her blood. The child was turned over to a family member. Myers was issued a ticket returnable to the Brunswick Town Court on December 18, 2024, and released to a sober third party.
On December 2, 2024, at about 9:25 p.m., State Police of Cobleskill stopped a vehicle on Maple Avenue in Glenville, NY, during a sobriety checkpoint. The driver was identified as Rodney F. Humiston, 36, of Fort Edward, NY. Humiston was arrested for Driving While Intoxicated. He was transported to SP Princetown for processing, where he refused to cooperate or provide a sample to determine the alcohol content of his blood. Further investigation discovered Humiston has had a previous DWI conviction in the last ten years. He was transported to the Schenectady County Correctional Facility to await arraignment following processing.
On December 2, 2024, at about 11:10 p.m., State Police of Greenwich stopped a vehicle on State Route 29 in Greenwich, NY. The driver was identified as Rachel D. Westergard, 27, of Arlington, VT. Westergard was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. She was transported to SP Greenwich for processing, where she recorded a 0.21% BAC. Further investigation discovered Westergard has had a previous DWI conviction in the last ten years. Westergard was issued tickets returnable to the Greenwich Town Court on January 9, 2025, and released.
On December 4, 2024, at about 5:40 p.m., State Police of Saratoga responded to a gas station in the area of State Route 50 in Ballston, NY for the reports of an impaired driver. The driver was identified as Justin B. Luzinas, 34, of Stillwater, NY. Luzinas was arrested for Driving While Intoxicated, and he was transported to SP Saratoga for processing. Luzinas was then transported to SP Northway in Clifton Park, NY, where he recorded a 0.31% BAC. He was issued tickets returnable to the Ballston Town Court on January 9, 2024, and released to a sober party.
On December 4, 2024, at about 8:54 p.m., State Police of Cobleskill responded to the report of an erratic vehicle in the area of Main Street in Cobleskill, NY. Troopers located the vehicle described on State Route 7 in Richmondville, NY. The driver was identified as Maxene Beale-Macbeth, 31, of Watervliet, NY. Beale-Macbeth was arrested for Driving While Intoxicated. She was transported to SP Cobleskill for processing, where she provided a sample to determine the drug and/or alcohol content of her blood. Further investigation determined that Beale-Macbeth has had a previous DWI conviction in the last ten years. She was issued tickets returnable to the Richmondville Town Court on January 8, 2025, and released to a sober party.
