State Police Investigate Vehicle vs. Amish Buggy Crash in the Town of Schuyler

On October 3, 2025, at approximately 7:58 a.m., State Police responded to a motor vehicle accident involving a car and an Amish buggy on Cosby Manor Road in the town of Schuyler, Herkimer County.

A preliminary investigation determined that a 2011 Volkswagen Jetta, operated by Matthew L. Walker, age 45, of Remsen, NY, was traveling westbound on Cosby Manor Road at an unsafe speed. Walker was following an Amish horse-drawn buggy too closely and attempted to pass it. During the maneuver, he collided with the buggy, causing both buggy occupants to be ejected.

The occupants of the Amish buggy were identified as:

•    Moses J. Swartzentruber, age 40, of Poland, NY – no injuries

•    Andy J. Troyer, age 30, of Poland, NY – sustained non-life-threatening injuries and was transported to Wynn Hospital

The horse pulling the buggy was not injured or killed in the crash.

Walker was not injured. He was issued multiple traffic tickets including:

•    No License

•    Aggravated Unlicensed Operation of a Motor Vehicle in the 3rd Degree

•    Failure to Keep Right

•    Unsafe Passing on the Left

•    Unreasonable Speed / Special Hazards

•    Circumvent Interlock – Subject to Court Order – Operate Without Device

The investigation is ongoing.
