On September 26, 2024, at approximately 4:35 a.m., troopers from SP Junius Ponds responded to a tractor-trailer rollover on 1-90 eastbound at m.p.m. 327.5, between Exit 43 and 42 in the town of Phelps.
A preliminary investigation revealed a 2004 tractor-trailer, operated by Gurvir Singh, age 52, of Ohio, was traveling eastbound hauling shampoo bottles when it struck the guardrail leaving the tractor-trailer sideways in the roadway. A 2024 tractor-trailer, operated by Richard J. Puryear, age 38, of Texas, and passenger Michael B. Villegas, age 42, of Texas, was traveling eastbound when it struck the 2004 tractor-trailer, causing it to overturn and spill the shampoo out of the trailer. A 2016 Volvo tractor-trailer, operated by Donnie K. Miller, age 70, of Rochester, NY, struck the 2024 tractor-trailer. Singh, Puryear, and Miller were all transported to Strong Memorial Hospital for minor injuries.
The New York State Department of Environmental Conservation responded to the scene for spill disposal.
