State Police conduct an Underage Drinking Enforcement Detail in Franklin County

On August 30, 2025, the New York State Police, in conjunction with Franklin County Stop DWI, conducted an Underage Drinking Initiative in Franklin County, NY.

During the initiative, fifteen businesses were checked for compliance. One person was charged with Unlawfully Dealing with a Child in the First degree, a class “A” misdemeanor, after selling alcohol to persons under the age of 21.

The following establishments are recognized for their compliance:

- Wawbeek Mobil, village of Tupper Lake
- Stewarts Shops, village of Tupper Lake
- IGA Supermarket, village of Tupper Lake
- Family Dollar, village of Tupper Lake
- Ray's Discount Liquor & Wine, village of Tupper Lake
- Kinney Drugs, village of Tupper Lake
- Save a Lot Hometown Grocer, village of Tupper Lake
- Hyde Mobil, village of Tupper Lake
- Boulevard Wine & Spirits, village of Tupper Lake
- Larkin’s Deli & Bakery, village of Tupper Lake
- MT Market Redemption Center, town of Tupper Lake
- Knapp's Trading Post, town of Santa Clara
- Kinney Drugs, village of Saranac Lake
- High Peaks Wine & Liquor, village of Saranac Lake


The following business was NOT in compliance under the New York Beverage Control Law Section 65, Prohibited Sale to Person Under the Age of 21

- Hyde Mobil, village of Saranac Lake

Biancha R. Pelletieri, age 22, of Saranac Lake, NY, was charged with one count of ABC 065(1) Prohibited Sale of an Alcoholic Beverage to a person under the age of twenty-one and Unlawfully Dealing with a Child 1st: Alcohol, without further incident. She was released on Appearance Tickets returnable to the Town of Harrietstown Court for a later date in September.

During these investigations, businesses are checked utilizing a trooper in plainclothes, and one or several underage operatives who cannot lie about their age or provide a false date of birth.  When asked for identification, they must present their valid identification. The above retail establishments are commended for their due diligence and ensuring alcoholic beverages are not sold or provided to those under 21 years of age.
