State Police Arrest Utica Man Following Grand Jury Indictment for Sexual Offenses

On December 1, 2025, State Police arrested Joshua Bartlett, age 49, of Utica, New York, following a months-long investigation into allegations of sexual offenses involving a female.

Bartlett was charged with:

  • Three counts of Sexual Abuse in the First Degree (Class D felony)
  • Three counts of Forcible Touching (Class A misdemeanor)

The investigation began in June 2025 when State Police received a report of a possible sexual assault. Members of the New York State Police Marcy Bureau of Criminal Investigation conducted an extensive investigation in coordination with the Oneida County District Attorney’s Office.

All evidence and testimony were presented to a Grand Jury in Oneida County. The Oneida County District Attorney’s Office subsequently requested an indictment, which was granted.

Following the issuance of the indictment warrant, Bartlett was located by members of the New York State Police Marcy Bureau of Criminal Investigation, Troop D Violent Felony Warrant Squad, and Oneida County Sheriff’s Office Warrants Unit, and was taken into custody without incident.

Bartlett was transported to SP Marcy, arraigned in Oneida County Court, and remanded to Oneida County Jail in lieu of $100,000 cash, $300,000 bond, or $900,000 partially secured bond.
