State Police arrest Palmyra man following child exploitation investigation

The New York State Police arrested William Bond, age 34, of Palmyra, Wayne County, following an investigation into the online distribution and possession of child sexual exploitation material.

On October 6, 2025, the National Center for Missing and Exploited Children (NCMEC) received a CyberTipline report regarding the upload of apparent child pornography that occurred on September 23, 2024.

An investigation by the New York State Police determined that Bond was responsible for the upload. On January 23, 2025, members of the New York State Police executed a search warrant at Bond’s residence in the Town of Palmyra, during which multiple electronic devices were seized.

The devices were examined at the New York State Police Computer Crime Laboratory in Albany, where several devices were found to contain child pornography.

On January 31, 2026, Bond was arrested and charged with:

  • Promoting a Sexual Performance by a Child Less Than 17 Years of Age (D felony)
  • Possessing a Sexual Performance by a Child Less Than 16 Years of Age (E felony).

Bond was processed without incident at SP Lyons and transported to the Wayne County Jail CAP arraignment.
