New York State Police Honor Members at 50th Annual Awards Day Ceremony

New York State Police Superintendent Steven G. James recognized 34 individuals and one Division unit for bravery, investigative persistence, police education, traffic safety, community service, and overall exceptional contributions in this year’s New York State Police Annual Awards.

Marking the 50th year of the awards, the ceremony pays tribute to the courage and perseverance of both employees and sworn members of the agency.

Superintendent Steven G. James said, "Today we recognize State Police members and employees who demonstrate unwavering dedication to our mission and the people of New York. These honorees represent the very best of our organization, and I thank them for their selfless service and commitment to others.”

The following awards were presented:

Brummer Award – Highest Award for Heroism

The Brummer Award, established in 1968 by Wall Street financier and philanthropist Bertram F. Brummer, represents valor, heroism, and outstanding performance of duty by members of the New York State Police.

Trooper Thomas M. Stiehler – Troop G

On July 4, 2025, Trooper Thomas M. Stiehler, Troop G – SP Brunswick, was assigned to the New York State Police Empire State Plaza fireworks detail. At approximately 10:00 p.m., following the conclusion of the fireworks, Trooper Stiehler and other members responded to a shooting involving a teenage male and a structure fire one block from the Plaza on Madison Avenue.

Trooper Stiehler entered the burning building to ensure all occupants had evacuated. He then entered the adjoining residence, which was rapidly filled with smoke and heat.

While conducting a search on an upper floor, he forced entry into an apartment and located a non-ambulatory elderly woman who was unable to escape.

Trooper Stiehler carried the woman down several flights of stairs through thick smoke and hazardous conditions, bringing her safely outside.

Trooper Stiehler’s decisive actions in the face of imminent danger from both fire and an armed threat demonstrate exceptional courage, initiative, and selflessness, and uphold the highest standards of the New York State Police.

George M. Searle Memorial Award

The George M. Searle Memorial Award, established to honor the late Deputy Superintendent George M. Searle, is presented to individuals who have distinguished themselves in training and education.

Acting Senior Investigator Christopher Buhler – Troop F

Investigator Christopher Buhler of the Troop F Major Crimes Unit created and developed “The Investigator’s Toolbox,” a comprehensive investigative resource that significantly enhances investigative readiness statewide. This guide has become a permanent institutional asset that will benefit members for years to come.

Investigator Buhler has also distinguished himself as a trusted mentor for newly assigned investigators, ensuring they possess the skills necessary to conduct lawful and effective investigations. His efforts extend well beyond his assigned duties and reflect a strong commitment to elevating investigative standards within the New York State Police.

Trooper William V. McDonagh Community Service Award

This award was established in honor of the late Trooper William McDonagh, who was killed in the line of duty on December 14, 1975. Trooper McDonagh actively participated in community events, and this award recognizes State Police members for their exceptional community service efforts.

Trooper Timothy W. Murray – Troop C

Trooper Timothy Murray demonstrates exceptional commitment to his community beyond his official duties. He volunteers as a firefighter and emergency medical technician with the Delhi Fire Department and has served in multiple leadership roles over 18 years.

On July 11, 2025, while serving as fire chief, he responded to a fatal motor vehicle accident and provided life-saving care to a severely injured fellow trooper, coordinating rapid transport to a trauma center. His dedication reflects both professional excellence and community service.

Trooper Kevin P. Dobson Traffic Safety Award

The Traffic Safety Award recognizes a member’s commitment to saving lives and reducing accidents through public education and enforcement. This award is made possible with the help of the New York State Trooper Foundation. The award is named in honor of the late Trooper Kevin P. Dobson, who was killed on March 26, 2011, on Interstate 290 in the town of Tonawanda, Erie County.  While outside his patrol vehicle conducting a vehicle and traffic stop, Trooper Dobson was struck and killed by a passing motorist.

Trooper Daniel E. Beaudoin – Troop G

In 2025, Trooper Beaudoin made 28 impaired driving arrests, ranking in the top three troopers in Troop G, Zone 2. Additionally, he issued 1,777 uniform traffic tickets, which undoubtedly saved numerous lives from reckless driving and helped contribute to an overall safer highway environment. Trooper Beaudoin also takes the initiative to contribute to traffic safety education by distributing highway safety pamphlets during traffic stops on speeding awareness, the Move Over Law and distracted driving. His passion and dedication for traffic safety along with his extraordinary work ethic demonstrate what extra effort by a trooper on the roadside can achieve.

Superintendent’s Unit Citation Award

This award was established to recognize the outstanding efforts made by members of a particular unit or detail.

Troop G Major Crimes Unit – Senior Investigator Jason P. Deluca, Investigators Matthew B. Spickler, Benjamin S. Alibozek, Daniel R. Klocek and Daniel J. Mauro

The members of the Troop G Major Crimes Unit have demonstrated exceptional commitment and expertise while investigating numerous high-profile homicides and critical incidents. In 2025, Troop G Major Crimes handled four member-involved shootings and eight homicides, seven of which were closed by arrest. One noteworthy case involved the kidnapping and homicide of 9-year-old Melina Frattolin in Warren County, which attracted national media attention. Troop G Major Crimes conducted numerous interviews and coordinated investigative leads that were critical factors in solving the case.  Their efforts resulted in the discovery of the victim less than 24 hours after she was reported missing, and ultimately, to the arrest of the perpetrator. During this time, the unit transitioned to new leadership under Senior Investigator Deluca and added new team members due to multiple retirements. The track record of successful case outcomes while also enduring personnel changes reflects on the considerable talent and commitment of the unit’s investigators and leadership.

Superintendent’s Commendation Awards

The recipients of the Superintendent’s Commendation Awards were selected from the many members who have received Letters of Commendation from the Superintendent during the past year. The awards presented today recognize the recipients’ outstanding performance of duty and exceptional contribution to the New York State Police.

Trooper Frank C. Velletta (Retired) – Troop A

On August 22, 2025, Trooper Velletta responded to a catastrophic tour bus rollover accident on the NYS Thruway in Pembroke, Genesee County.  The scene was marked by numerous fatalities and countless injuries. Trooper Velletta immediately took decisive action by entering the overturned bus, remaining inside for nearly an hour and a half while providing critical assistance to those injured and trapped inside. His calm and professional demeanor were instrumental in stabilizing victims during this harrowing crisis. It should be noted that this is Trooper Velletta’s second Superintendent Commendation Award, having received his first award in 2010.  Trooper Velletta’s exceptional courage and bravery reflect the finest traditions of the New York State Police.

Senior Investigator Brian M. Kozemko and Investigator John A. Jones – Troop E

On September 15, 2025, Senior Investigator Kozemko and Investigator Jones received a report of the death of a 3-year-old child. The victim was transported to the hospital by the suspect, the boyfriend of the child’s mother. During the initial stages of the investigation, the suspect was not forthcoming and at times became argumentative, appearing close to ceasing cooperation altogether. Through their skilled and persistent interview, the suspects initial account was refuted, ultimately resulting in his confession of the reckless actions that led to the child’s death. As a direct result of Senior Investigator Kozemko and Investigator Jones investigative efforts, the suspect was arrested and charged with Murder in the 2^nd degree. Their professionalism, determination and outstanding investigative work are truly admirable.

Investigator John Javaheri – Troop F

In August 2022, Investigator Javaheri, Troop F Major Crimes Unit, was assigned by the FBI Hudson Valley Safe Streets Task Force to investigate an individual suspected of being involved in a long-term criminal enterprise. This investigation led to the arrest of 16 individuals engaged in large scale marijuana trafficking and violent home invasions and resulted in the seizure of more than 30 illegally possessed firearms. During this investigation, Investigator Javaheri helped obtain information that uncovered the 2017 murder of a missing woman in Sullivan County. A source he developed admitted to helping coverup the murder, identified the defendant as the killer, and disclosed the location of the victim. Ultimately, overdue justice was delivered for the victim’s family. Investigator Javaheri’s dedication and persistence in this investigation are truly commendable.

Trooper Kevin A. Jacks and Trooper James T. Curtin – Troop F

On April 12, 2025, Trooper Curtin and Trooper Jacks responded to a domestic incident involving a knife in the town of Port Jervis. The suspect had injured the victim with the knife and possessed a firearm. Once they were on the scene, the suspect emerged from the residence holding the firearm, Trooper Jacks immediately issued commands for the suspect to drop the weapon and communicated that to responding patrols to ensure their safety. Moments later, the suspect pointed the weapon at Trooper Jacks and Trooper Curtin, and they responded by discharging their division-issued firearms while taking cover.  The suspect was struck, ending the deadly threat. After determining the suspect was no longer a threat, they entered the residence and rendered aid until medical personnel arrived at the scene.  In this instance, Troopers Curtin and Jack displayed exceptional courage and bravery during this incident by protecting others from the immediate deadly threat.

Trooper Derick T. Macaulay and Trooper Peter Pjetri – Troop F

On September 14, 2025, Trooper Derick Macaulay and Trooper Peter Pjetri, responded to a report of a crash on the Palisades Parkway in the town of Ramapo. Upon arrival they discovered that a passenger vehicle had struck a tree and was on fire. Without hesitation, Trooper Pjetri and Trooper Macaulay pulled the male driver from the vehicle. They returned to the vehicle, which was fully involved in fire, to determine if there was anyone else inside. After confirming there were no additional victims in the vehicle, both troopers rendered medical aid to the driver, saving his life. These troopers clearly displayed exceptional courage and bravery in their response to this incident.

Investigator Anthony M. Petrosky, Trooper James T. McGill, Trooper Rebecca L. Eldred, Trooper Jordan R. Zaccagnino, Trooper Alejandro Peraza, Trooper Zachary J. DeAprix – Troop G,  for their bravery and decisive actions under life-threatening circumstances during the July 4, 2025, shooting and fire on Madison Ave. in Albany

Investigator Anthony M. Petrosky – Troop G

Investigator Anthony Petrosky, Troop G, was one of the initial responders at the scene and quickly identified one of the victims suffering from a gunshot wound. He quickly relayed critical information over the radio and then helped administer first aid to that victim. He then proceeded into the smoke-filled residence at the request of an emotionally distressed resident, helped locate and retrieve a pet that would have otherwise been lost to the fire, reuniting it with its owner. His exceptional courage and compassion in this instance under such demanding circumstances was commendable.

Trooper James T. McGill – Troop G

Upon his arrival at the Madison Avenue scene, Trooper James McGill quickly entered the basement apartment of the burning building, alerting several individuals to evacuate immediately. Afterwards, he conducted a thorough search of the apartment to confirm it was fully cleared. As he made his way out, he encountered heavy smoke and burning debris falling around him. His actions demonstrated exceptional courage and composure in dealing with demanding circumstances.

Trooper Rebecca L. Eldred – Troop G

Upon her arrival at the Madison Avenue scene, Trooper Rebecca Eldred, Troop G – SP Clifton Park, quickly assisted medical aid to a teenage gunshot victim who had sustained obvious critical injuries to the head and chest. Remaining by that victim’s side until emergency services arrived, Trooper Eldred maintained a steady and composed presence throughout a highly volatile incident. Additionally, Trooper Eldred also helped manage a dangerously aggressive dog, by putting herself at risk of being bitten on several occasions to prevent others from being attacked. Her professional and calming presence throughout a highly volatile incident is commendable.

Trooper Jordan R. Zaccagnino – Troop G

When Trooper Jordan Zaccagnino arrived at the Madison Avenue scene, she quickly and decisively helped administer emergency medical aid to a teenage gunshot victim who sustained critical injuries to the head and chest. She then took the initiative to enter a smoke-filled residence on Madison Avenue to help locate a cat that was still inside and to ensure that no residents remained inside.

Trooper Zaccagnino assisted an emotional resident with their pet and guided them safely away from the fire and smoke conditions. Her selfless actions demonstrated a willingness to risk personal safety to provide comfort and support during a chaotic and dangerous situation.

Trooper Alejandro Peraza – Troop G

Upon arrival at the Madison Avenue scene, Trooper Alejandro Peraza, SP Brunswick, Troop G, immediately entered the residence while it was actively burning. He thoroughly checked for any occupants despite the heavy smoke and hazardous conditions. After confirming the residence was clear, he proceeded next door and conducted additional searches across several building floors. His actions demonstrated exceptional courage and his dedication to assisting those in need and ensuring public safety is a true testament to the mission of the New York State Police.

Trooper Zachary J. DeAprix – Troop G

Trooper Zachary DeAprix received two Superintendent Commendation Awards today, including one for his response to the Madison Avenue incident on July 4, 2025. Upon his arrival at the scene, he promptly entered the residence and began evacuating both occupants and determining any additional hazards posed by the fire. He then assisted firefighters and the criminal investigation that followed. His steady and composed presence throughout a highly volatile incident demonstrated exceptional courage and leadership.

On March 20, 2025, Trooper DeAprix encountered a despondent individual on the ledge of the New York State Museum.  Mindful of the risks to his personal safety, Trooper DeAprix approached the individual and engaged them in conversation. As the individual attempted to slide off the ledge to jump, he immediately grabbed them, preventing them from falling and saving their life. In total, it should be noted that this is Trooper DeAprix’s third Superintendent Commendation Award, having earned his first in 2025.

Investigator John G. White and Trooper Matthew G. Strobeck – Troop G

On November 18, 2025, Investigator White and Trooper Strobeck responded to a structure fire on Pleasant Valley Road in the town of Middleburgh. Upon arrival, a neighbor said that the homeowner was still inside the residence. With the front door ruled out as an option due to heavy smoke and flames, they went to the back of the residence and broke through the back door. Once inside, Investigator White and Trooper Strobeck located the unconscious homeowner and removed her from the residence. Trooper Strobeck helped carry the victim away from the fire and began administering medical aid. Their exceptional courage and bravery in this instance are commendable.

Trooper Jalen J. Turner and Trooper Matthew J. Zell, Jr. – Troop G

On May 5, 2025, Trooper Turner and Trooper Zell responded to a life-threatening incident that occurred on I-87 (the Adirondack Northway) in the city of Saratoga Springs. Upon arrival, both troopers observed a vehicle partially submerged in a marsh adjacent to the roadway with the operator slumped over the steering wheel. Without hesitation, Trooper Turner and Trooper Zell entered the marsh and pulled the driver from the vehicle, moving him to dry ground. They then initiated life saving measures with the use of an Automatic External Defibrillator until emergency medical services arrived. Despite losing vital signs multiple times enroute to the hospital, the operator was ultimately stabilized, a direct result of the swift and decisive actions taken by Trooper Turner and Trooper Zell. Their outstanding efforts and dedication to the community during this incident are truly admirable.

Trooper Jason R. Flynn and Trooper Kenneth M. Ahigian – Troop G

On April 23, 2025, Trooper Jason Flynn, Troop G – Community Stabilization Unit, attempted to apprehend a wanted subject for Criminal Contempt and possibly operating a vehicle in the South Glens Falls area. The operator of the vehicle had made previous statements to others about suicide by cop and was believed to be armed. When the suspect was observed by Trooper Flynn in his vehicle, he refused to stop the vehicle and a pursuit ensued, ending when the vehicle crashed. The suspect then fled on foot with a loaded firearm. Trooper Flynn and Trooper Ahigian pursued the suspect on foot.  When the suspect raised his weapon at Trooper Flynn, he discharged his division-issued firearm, striking the suspect and stopping the deadly threat. The troopers provided medical aid until EMS arrived. The suspect survived and now faces multiple felony charges.

Their performance during this rapidly evolving and dangerous incident exemplifies great tactical and critical thinking and communication skills that ensured the incident was handled without further injury or death. This is Trooper Ahigian’s second Superintendent Commendation Award, having received his first award in 2020.

Trooper Eric C. Brown, Trooper Nicholas J. Dziamba and Trooper Joshua T. Mallard – Troop G

On April 9, 2025, at approximately 1:42 p.m., a male suspect drove to the New York State Police Saratoga barracks parking lot and exited his vehicle armed with a long gun. Without provocation, the suspect fired multiple rounds into the barracks with on-duty troopers inside. This brazen and violent attack placed State Police members and the surrounding community in immediate danger. Troopers Eric Brown, Nicholas Dziamba, and Joshua Mallard confronted the shooter in the parking lot of the station and ultimately were forced to fire on the suspect when he failed to follow commands, ending the threat. Each of these members demonstrated exceptional courage, sound judgement and remarkable clarity under pressure. Their actions placed themselves in harm’s way to protect others, ending an imminent threat to public safety.

Trooper Andrew K. Paterson – Troop K

On July 21, 2025, Trooper Paterson, Troop K – SP Poughkeepsie, was dispatched to a welfare check involving a suicidal individual, who had stated they were planning on taking their own life by locking themselves inside their vehicle with it running in the garage. With no exact location given, Trooper Paterson acted swiftly and located the residence by utilizing the First Two application. Upon arrival he found the vehicle running inside the garage with the individual in the front seat, and unconscious. Forgoing his own safety, he entered the garage despite it being filled with high levels of carbon monoxide and exhaust fumes. He quickly extricated the individual from the vehicle and removed them from the garage through a side window. His quick thinking, sound judgment under extreme pressure, and willingness to place himself in harm’s way unquestionably saved the individual’s life and reflected the highest traditions of professionalism, compassion, and service.

Senior Investigator Samuel J. Lizzio – Troop H

In November 2025, the Federal Bureau of Investigation specifically requested Senior Investigator Samuel Lizzio, SIU – Cellular Analysis Response Team, to assist with historical analysis regarding the ongoing investigation of the “D.C. Bomber” investigation in Washington D.C. which had been unsolved since January 5^th, 2021. A small, handpicked team of highly experienced agents and task force officers met in Washington D.C. where they followed up on numerous leads and reviewed cellular data associated with the case. Utilizing his expertise in cellular analysis, Senior Investigator Lizzio conducted a thorough and in-depth analysis and was able to locate a cellular device that linked a probable target to the location of this notable crime. His analysis coupled with the additional investigative efforts by his team and other investigative steps led to the ultimate arrest of the suspect who had been residing in Virginia. The FBI charged the suspect with federal explosives violations and this nearly five – year – old case that gained national attention was finally closed. Senior Investigator Lizzio’s efforts in this protracted investigation are commendable.

Top Trooper Recognition

In May of 2025, New York State Police participated in the first-ever Top National Top Trooper Competition held in Florence, Texas.

Sergeant Nicholas J. Trentanelli and Trooper Lindsey M. Rumenapp – Troop C

Sergeant Nicholas Trentanelli and Trooper Lindsey M. Rumenapp both participated in the inaugural National Top Trooper Competition, hosted by the Texas Department of Public Safety at the DPS Tactical Training Facility in Florence, Texas. Both members were selected to represent the New York State Police through a highly competitive statewide tryout process conducted in October of 2024.

Sergeant Trentanelli delivered a strong overall performance despite a National Guard deployment during the NYS correctional officer strike in the months leading up to the competition. He ultimately finished 5th nationally. His results reflect consistent proficiency across multiple event categories and reinforce the depth of skill, resilience, and a professional caliber that New York State Police bring to the national stage.

Likewise, Trooper Rumenapp distinguished herself through outstanding performances across all major event categories, culminating in a 1st-place overall national finish against a highly competitive field. She demonstrated exceptional performance in the categories of physical fitness, firearms proficiency, and emergency vehicle operations. Her results reflect sustained discipline, preparation, and professional skill set mastery.

Their combined performance represents the highest standard of operational readiness and serves as a benchmark for excellence within the New York State Police.

Supervisor Recognition Award (Sworn)

This award recognizes the outstanding work ethic demonstrated by both sworn and non-sworn supervisors who coordinate and oversee various units within the State Police.

Senior Investigator Dina Pavloudakis – Troop F

Senior Investigator Pavloudakis is currently assigned to Troop F’s Major Crimes Unit where she has overseen numerous high profile complex cases. She has worked tirelessly to ensure that all cases are executed without incident and that justice was brought to those involved. One of Senior Investigator Pavloudaskis’s most significant contributions is her ability to cultivate expertise and future leadership among her subordinates, with many of them moving onto leadership positions within Division. Since 2021, during her assignment as senior investigator in Troop F Major Crimes, she has overseen an extraordinary volume of high profile and complex investigations. These include 13 homicide investigations in 2021, 10 in 2022, eight in 2023, 16 in 2024, and 10 in 2025.  She has demonstrated that exceptional leadership is defined not only by case outcomes but by the lasting impact one leaves on an organization and its members.

Supervisor Recognition Award (Non-Sworn)

This award recognizes the outstanding work ethic demonstrated by both sworn and non-sworn supervisors who coordinate and oversee various units within the State Police.

Mr. Jeffrey J. Hansen – Maintenance Supervisor 2 – Troop L

Mr. Hansen has been a valued member of New York State Police Troop L Headquarters since January 1990 and was promoted to his current position in March 2018. He has been instrumental in building strong working relationships with local body shops, garages, and dealerships, helping ensure the fleet operates safely and efficiently.

Mr. Hansen routinely makes himself available during nights and weekends and has supported numerous Troop L details, including the Jones Beach Air Show and high-profile dignitary events. He also provides critical support to Troop L BCI specialty units for tows and impounds.

During explosive sweeps of dignitary motorcade routes, Mr. Hansen works alongside explosive detection canines and Secret Service personnel to remove unoccupied and unauthorized vehicles. He also played a key role during the Gilgo Beach investigation, traveling to Pennsylvania and South Carolina to transport evidence back to New York.

Mr. Hansen’s dedication and reliability reflect a strong commitment to supporting both operational needs and the overall mission of the New York State Police.

Civilian Employee Recognition Award

The Civilian Employee Recognition Award is presented to civilian employees who have made significant contributions to the Division of State Police.

Ms. Kimberly A. Bryden – Crime Victim Specialist – Troop F

Ms. Bryden is recognized for her exceptional work ethic and significant contributions to the BCI unit. Her dedication ensures that individuals affected by crime receive the support, resources, and advocacy they need.

In 2025, Ms. Bryden devoted extensive time assisting with hearings, witness preparation, and trials. She remains available at all hours, including nights, weekends, and holidays, ensuring that no victim or family is overlooked.

Due to her reputation for professionalism and compassion, she is frequently requested by District Attorney’s Offices and partner agencies to assist in complex cases. Her commitment and service reflect the highest standards of the New York State Police.
