New York State Police Arrest Athens Man for Possession and Promotion of Child Sexual Abuse Material

The New York State Police Bureau of Criminal Investigation (BCI) in Catskill announces the arrest of Timothy M. Scott, age 68, of the Village of Athens, NY, following an investigation into the possession and promotion of child sexual abuse material.

Scott was charged with the following offenses:

               •              Promoting an Obscene Sexual Performance by a Child Less Than 17 Years of Age, a Class D felony

               •              Possessing an Obscene Sexual Performance by a Child Less Than 16 Years of Age, a Class E felony

The investigation began in September 2024 after the New York State Police received a CyberTip from the National Center for Missing and Exploited Children (NCMEC). As a result of the investigation, a search warrant was executed at Scott’s residence in the Village of Athens on September 30, 2025. Scott is accused of possessing and promoting images of child sexual exploitation.

This arrest is the result of a coordinated investigation conducted by the New York State Police Troop F Computer Crimes Unit, the Troop F Bureau of Criminal Investigation (BCI) in Catskill, and the Internet Crimes Against Children (ICAC) Task Force.

Scott was arrested on October 14, 2025, at the State Police Catskill barracks in South Cairo, NY.  He was arraigned in Athens Town Court, where bail was set at $15,000 cash, $30,000 secured bond $,45,000 partially secured bond. He was released on bail bond. As a condition of his release, he was ordered to wear a GPS monitoring anklet through pre-trial probation services.

Scott is scheduled to appear in Athens Town Court on October 23, 2025.
