DWI arrest following a collision in the town of North Elba

On February 4, 2026, at approximately 5:28 a.m., New York State Police responded to New York State Route 86 in the town of North Elba for a reported personal injury collision.

An investigation determined that a black 2018 Chevrolet, operated by Hebert Rock, age 48, of Wilmington, Essex County, with passenger Kevin D. Reynolds, age 62, also of Wilmington, was traveling westbound on State Route 86 when, due to an unsafe speed for the road conditions, the operator lost control of the vehicle. The vehicle exited the south shoulder of the roadway, struck a snowbank, and came to rest off the roadway.

Troopers interviewed both occupants at the scene. Rock reported no injuries. Reynolds was medically evaluated by Lake Placid Rescue and transported to Elizabethtown Community Hospital for further evaluation.

During the investigation, troopers observed signs of impairment while speaking with Rock. Standardized Field Sobriety Tests were administered, which Rock failed. Rock was transported to SP Ray Brook, where he submitted to a breath test that resulted in a .14% BAC.

Rock was processed and released on appearance tickets, returnable to the Town of North Elba Court on a later date in February.
