On September 19, 2024, State Police members arrested Andrew J. Dale, age 29, of Gouverneur, NY, for criminal obstruction of breathing or blood circulation.
On September 16, 2024, at approximately 3:34 State Police members were informed of a domestic dispute that occurred on September 15, 2024, at River Road in the town of Fowler. An investigation determined Dale and the victim were involved in a physical altercation. Dale grabbed the victim's throat and shoved the victim against the wall applying pressure.
Dale was arrested and transported to SP Gouverneur for processing. He was arraigned in the Town of Fowler Court and remanded to St. Lawrence County Jail in lieu of a $1,000 cash, or $2,000 bond.
