Vienna, NY – September 14, 2025 - New York State Police have arrested Caitlyn M. Hand, age 37, of Canandaigua, NY, after a 49-mile pursuit ending in Oswego County. Hand faces the following charges:
- Operating a Motor Vehicle Impaired by Drugs (Misdemeanor)
- Unlawful Fleeing a Police Officer in a Motor Vehicle, 3rd Degree (Class A Misdemeanor)
- Reckless Driving (Misdemeanor)
- Multiple vehicle and traffic violations, including Speeding, Moving from Lane Unsafely, Failure to Keep Right, and Operating a Motor Vehicle Without Lights
Incident Details
On September 13, 2025, at approximately 11:38 p.m., Troopers from SP Sylvan Beach attempted to stop a 2023 Chevrolet Traverse traveling westbound on State Route 49 in the town of Vienna (Oneida County) for failing to keep right. The driver failed to comply, initiating a pursuit.
As the vehicle continued westbound, Troopers from SP Hastings successfully deployed a Stinger tire deflation device, striking the front passenger tire. The vehicle continued on the rim and entered Interstate 81 northbound at a reduced speed. A second Stinger device was later deployed, deflating the front driver’s side tire.
With both front tires disabled, the vehicle traveled several more miles before exiting the west shoulder, entering the median, and striking a tree in the town of Sandy Creek (Oswego County).
Troopers and members of the Oswego County Sheriff’s Office found Hand unresponsive. Deputies administered two doses of naloxone, after which she regained consciousness. Hand was transported by Northern Oswego County Ambulance to Samaritan Medical Center for evaluation and released with no reported injuries.
Hand was arraigned at Oneida County CAP Court and released on her own recognizance.
The pursuit lasted approximately one hour and covered 49 miles.
The investigation remains ongoing.
