Arrest Made in Narcotics Investigation at Livingston Hills Nursing and Rehabilitation Center

On July 26, 2025, Livingston Hills Nursing and Rehabilitation Center, located in Columbia County, reported the discovery of missing narcotic medications from their premises. The New York State Police Bureau of Criminal Investigation (BCI) at SP Livingston, in coordination with the New York State Department of Health Bureau of Narcotics Enforcement, launched a joint investigation into the matter.

The investigation determined that Edward Dwyer, 56, of Latham, NY, a registered nurse employed at the facility, had unlawfully taken possession of controlled substances on multiple occasions without properly administering the medications to residents.

As a result of the investigation, on August 20, 2025, Dwyer was arrested and charged with the following offenses:

  • One count of Falsifying Business Records in the First Degree – Class E Felony
  • Ten counts of Endangering the Welfare of an Incompetent or Physically Disabled Person in the First Degree – Class E Felony
  • Three counts of Petit Larceny – Class A Misdemeanor
  • Three counts of Criminal Possession of a Controlled Substance in the Seventh Degree – Class A Misdemeanor
  • Three counts of Obtaining a Controlled Substance by Fraud – Class A Misdemeanor

Dwyer was processed and issued an appearance ticket returnable to the Town of Livingston Court on September 11, 2025, at 6:00 PM.
