On July 1, 2025, New York State Police at Norwich arrested Lawrence S. Slater, age 52 of Norwich, NY after a Chenango County Grand Jury indictment. Slater was operating a vehicle in April 2025 and crashed into an on-coming vehicle. The occupant of the other vehicle did not survive.
On April 12, 2025, at approximately 9:11 p.m., a Trooper from SP Norwich came upon a head-on collision on State Highway 12 just south of County Road 4 in the town of Oxford. Steven C. Biviano, age 62 of Oxford, NY was pronounced deceased on scene.
An investigation at the scene determined that Slater was traveling north on State Highway 12 in a Dodge Caravan when he crossed into on-coming traffic and struck the Chevy Equinox that Biviano was operating.
A further investigation determined that Slater was operating the vehicle while impaired. A toxicology report revealed that Slater’s reportable B.A.C was .18%.
Slater has been charged with the following:
- Class “B” felony of Aggravated Vehicular Homicide
- Class “C” felony of Manslaughter
- Class “C” felony of Vehicular Manslaughter in the first degree
- Class “D” felony of Vehicular Manslaughter in the second degree
- Class “E” felony of Driving While Intoxicated (with a previous conviction within 10 years)
- Class “E” felony of Aggravated Driving While Intoxicated
Slater was arraigned in Chenango County Supreme Court and remanded to the Chenango County Jail on $25,000 cash, 10% of $85,000 partially secured bond or $50,000 bond.
