

On June 8, 2025, the New York State Police at SP Painted Post responded to a report of a domestic dispute and property damage at a residence located on Addison Back Road in the town of Tuscarora, Steuben County.
Upon arrival, Troopers interviewed the victim, who reported that Timothy S. Payne, age 36, of Addison, NY, had arrived at the victim's residence earlier that afternoon and caused extensive damage to the property.
Troopers initiated a search for Payne, who fled the residence prior to the patrols' arrival. Troopers subsequently located Payne at a traffic stop near Steuben Street in the village of Addison. Upon approach, the vehicle's passenger falsely identified himself. He was later confirmed to be Timothy S. Payne through photographic identification and verification by the driver.
When Troopers attempted to arrest Payne, he resisted, ignored verbal commands, and engaged in a physical struggle, injuring one of the patrols. Payne was ultimately secured and transported to SP Painted Post for processing.
As a result of this incident, Timothy S. Payne was charged with the following:
- Criminal Mischief 2nd (D Felony)
- Assault 2nd – Physical Injury to a Police Officer (D Felony)
- Aggravated Family Offense (E Felony)
- Obstruction of Governmental Administration 2nd (A Misdemeanor)
- Resisting Arrest (A Misdemeanor)
- Unlawful Imprisonment in the Second Degree (A Misdemeanor)
- False Personation (B Misdemeanor)
Payne was transported to Steuben County Jail for CAP arraignment.
